Outside Bodies - Governance and Liabilities of Members and Officers on Outside Bodies

The session is primarily of interest to local authority legal advisers and Democratic Support Officers, but will also be of interest to members who take on such responsibilities.
Many members and officers spend more time on outside bodies to which they are appointed by their authorities than on direct Council work. Every new Bill before parliament seems to create more joint bodies and requirements for partnership working. But when members and officers take up such appointments, do they act as representatives of their authority, or must they act purely in the interests of the outside body, even if those interest run contrary to their own authority's purposes? Few think to question the personal liabilities which they may incur in acting on such outside bodies.
In this session Bethan Evans and Peter Keith-Lucas will:
- Set out the wide range of outside bodies and their various legal forms
- Setting out the liabilities which members and officers can incur
- How to avoid such liabilities
- What the authority can do to minimise conflicts or indemnify the members or officers against such liabilities.
